Macon County Airport Authority Minutes of the Regular Meeting Held January 29th, 2008 The Macon County Airport Authority met on January 29th, 2008, in its offices at 1241 Airport Road, Franklin, North Carolina. Chair Gregory called the meeting to order at 4:01 pm. Member Jenkins was absent. All other members were present. Also present were Monty Beck, AA Legal Counsel; Teresa McDowell, Macon County; Susan McCaskill, Dr. Gene Couch and Dr. Tom Brooks, of Southwestern Community College; Neal Hoppe, airport FBO; and Tony Wheeler, Macon County News. MINUTES: Upon motion by Member Corbin and seconded by Member Schmitt, the minutes for the Special Meeting held December 27th, 2007 and continued until January 3rd, 2008 were unanimously approved. AGENDA ITEM #3: DISCUSSION OF PILOT TRAINING PROGRAM WITH SCC: Chair Gregory stated that the Airport Authority, in conjunction with the airport and Southwestern Community College, would like to develop a program that would provide pilot’s training to interested area young people. He stated that the ages should be approximately 8th grade through high school. Member Corbin stated that the AA should be selective as to who can participate, and that a screening component of potential trainees should be in place. He also stated that this training should be offered to students who would not be financially able to participate otherwise. There was a discussion regarding whether training should be offered on a diploma or degree basis. Susan McCaskill stated that the continuing education component of SCC could develop a skills program first, with a possible academic curriculum to be developed at a later time. There will also have to be a demonstration of jobs availability in the area in order to offer this type of program locally. After further discussion, it was decided that Susan McCaskill will determine potential interest among students and develop potential program criteria, and the Airport Authority will start researching potential funding sources. AGENDA ITEM#4: UPDATE ON ELIMINATING ANIMAL ACCESS TO RUNWAY THROUGH CULVERTS: Member Haithcock stated that he has spoken with Steve Ledford, Macon County Maintenance Supervisor regarding this issue. Mr. Ledford will be back in touch with Member Haithcock regarding potential solutions. AGENDA ITEM #5: PLANNING OF WORKING SESSION: This item will be discussed at a future meeting. In the meantime, Legal Counsel, Monty Beck, will research this matter to determine appropriate meeting criteria. AGENDA ITEM #6: OTHER BUSINESS: FBO Neal Hoppe presented the AA with an incident report regarding a security breach on airport premises. The report is attached. Member Haithcock will be attending the Airport Association meeting which will be held on April 14th, 2008 at the Grove Park Inn, Asheville, NC. The AA requested bulletin board has been installed in the terminal building hallway. King Electric will be on airport premises next week to repair any non-working obstruction lights. They will submit a report at that time. Chair Gregory and Member Haithcock signed off on the Martin Starnes audit contract for 2008-2009, for auditing of the Airport Authority’s financial records. There being no further business, Member Corbin made a motion to adjourn the meeting at 5:16 p.m. Member Schmitt seconded the motion and it passed by unanimous consent.
