THE PLANNING STAGE
Step 1: Deed Restrictions and Covenants
- Contact your closing attorney or the Macon County Register of Deeds office (349-2096) located at 5 West Main Street in the Macon County Courthouse to determine if there are any deed restrictions or subdivision covenants which may limit the development of the property.
Step 2: Zoning If the property is in the Town of Franklin or Highlands City Limits:
- Contact the appropriate Town office. (Franklin 524-2516) (Highlands 526-2118)
Information you should have before you call:
- The property's parcel identification number (PIN) which is available online through
public access query (maconnc.org) or by calling the Macon County Land Records office at
349-2088 with the property owner's name and the property's street address.
Questions to ask:
- Is the property zoned for the project you intend to build or place?
Step 3: Macon County Development Regulations
- If you are outside the jurisdiction of any municipality, contact the Macon County Planner to check on development regulations within the Macon County Code at 349-2212.
Information you should have before you call:
- The property's parcel identification number (PIN) and 911 address (if you have one.)
Determine if You are in a Watershed District
Questions to ask:
- Is the property located in the Town of Franklin Water Supply Watershed District?
- Is the property located in the Town of Highlands Water Supply Watershed District?
- Is the property located in the Excellent Quality Watershed District?

Determine if You are in a Flood Zone
If the property is in close proximity to a stream or river: Contact the Planning office at 349-2212.
Information you should have before you call:
- The property's parcel identification number (PIN) and general location.
Questions to ask:
- Is the property in a floodway or floodplain?
- Are there any other development regulations or permits that will apply to my project? (i.e., signage requirements, telecommunications towers, or setbacks from waterways.
Step 4: Sewage Treatment
To determine if public sewer is available:
- Contact the Public Works Division of the Town of Franklin or the Town Engineer in the Town of Highlands.
Information you should have before you call:
- The property's parcel identification number (PIN) or 911 address (if available).
Questions to ask:
- Is public sewer existing or available for this property?
If public sewer is not available:
- Apply for an Improvement Permit (site evaluation) from Macon County Environmental Health (349-2490) located in Franklin at 1834 Lakeside Drive in the Macon County Human Services Center.
Information you should have before applying at Environmental Health:
- The property's parcel identification number (PIN)
- A plat of the property which is available through public access query or from the Macon County Land Records Office.
- A site plan depicting where you plan to place improvements.
- The number of bedrooms of the proposed home or the number of rest rooms of a commercial projects (commercial projects may require additional information)
Request the following:
- Site evaluation for septic tank system (fee involved)
Step 5: Water
- Contact the Town of Franklin Public Works Department or the Town of Highlands Engineer.
Information you should have before you call:
- The property's tax identification number (PIN) or 911 address (if available).
Questions to ask:
- Is municipal water available for this property?

THE PERMITTING STAGE
Step 1: Erosion Control
If disturbing a half-acre or more of land:
- Contact Macon County Erosion Control at 349-2560 to inquire about permit and plan requirements.
Information you should have before you call:
- The property's location.
- Number of acres to be disturbed
Request the following:
- Erosion Control Permit Application
If you are constructing new roads and/or disturbing land that amounts to less than ½ acre, please call the Erosion Control Office to request information regarding maximum road grades and groundcover specifications.
Step 2: Streams and Wetlands
If disturbing streams or wetlands:
- Contact the U.S. Army Corps of Engineers at 271-4854 for information on relevant requirements.
Step 3: 911 Addressing
If the property does not have an established 911 address:
Contact the Macon County 911 Addressing Office at 349-2063.

- Location of planned driveway
- Addresses of neighboring properties (helpful information, but not required)
Request the following:
- 911 address for the property

Step 4: Sewage
If public sewer is available:
- Contact the appropriate municipal supplier. (Town of Franklin, Town of Highlands)
Request the following:
- Sewer tap application and fee information
If public sewer is not available and the property has been determined suitable for a septic
tank system through an Improvement Permit from Macon County Environmental Health
- Apply for an Authorization to Construct at the Macon County Environmental
Health office (349-2490) located in Franklin on 1834 Lakeside Drive in the Macon County Human Services Center
Information you should have before applying at Environmental Health:
- The property's parcel identification number (PIN)
- A copy of the Improvement Permit (if you have one). If you do not have Improvement Permit, follow procedure for obtaining one.
Request the following:
- Application for Authorization to Construct (fee involved)
Information you should have before meeting with the Environmental Health Specialist
at the property:
Placement of 4 lot corner flags for properties of 2 acres or less
Placement of 4 house corner flags
Knowledge of location of driveway
Knowledge of water source (well or municipal water)
Step 5: Water Well (Note: septic system must be permitted prior to this step)
If municipal water is not available:
Contact a licensed water well drilling contractor. No permit is required from Macon County. The
septic tank Authorization to Construct will indicate proper distance from the septic tank system.
Step 6: Zoning and other Development Permits
If property is located in the Town of Franklin or Town of Highlands areas,
- Obtain zoning permits as well as any other permits as required by the respective jurisdiction.
If property is located in a floodplain or County Watershed
- Obtain permit applications for Watershed and/or Floodplain Development from the Inspections Office. If you have questions regarding the Watershed or Floodplain, call the County Planner's office at 349-2212.

Step 7: Building Permit
Apply for a building permit from Macon County Inspections (349-2072) at 1834 Lakeside Drive in the Macon County Human Services Building (fee involved).
Information you should have regarding the property and the proposed structure
before applying at Inspections:
MOBILE/MANUFACTURED HOME
- The property's parcel identification number (PIN)
- Location Information
- Address (if applicable)
- The property's lot number if in a Subdivision or Park
- The home's manufacturer
- The home's year built
- The home's model number
- The home's box size
- The home's base cost
- The home's type of heat
- The name of the setup contractor who will place the home
- Sewage approval from appropriate municipal supplier or Environmental Health
- Water approval from the appropriate municipal supplier (if applicable)
RESIDENTIAL HOME (stick built or modular)
- The property's parcel identification number (PIN)
- Location Information
- Address (if applicable)
- The home's type of heat
- A full set of building plans
- The name of the building contractor and NC License # , (if bonded contractor is setting a modular home, bring copy of bond)
- The name of the electrical subcontractor and NC License #
- The name of the plumbing subcontractor and NC License #
- The name of the mechanical subcontractor and NC License #
- Sewage approval from appropriate municipal supplier or Environmental Health
- Water approval from appropriate municipal supplier (if applicable).
COMMERCIAL
- The property's parcel identification number (PIN)
- Address (if applicable)
- A full set of building plans with Appendix B
- A site plan
- The name of the building contractor and NC License #
- The name of the electrical subcontractor and NC License #
- The name of the plumbing subcontractor and NC License #
- The name of the mechanical subcontractor and NC License #
- Sewage approval from appropriate municipal supplier or Environmental Health
- Water approval from appropriate municipal supplier (if applicable)
